&lt;p&gt;We are in the process of reviewing and updating three very important long-term strategic documents:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The &lt;strong&gt;Council Plan&lt;/strong&gt;, which outlines the key projects and services that Council will focus on over the next four years to make a difference to the local community&lt;/li&gt;
&lt;li&gt;The &lt;strong&gt;Moonee Valley Planning Scheme&lt;/strong&gt;, which&lt;strong&gt; &lt;/strong&gt;guides how we plan and use the land in Moonee Valley and therefore can contribute to creating healthy places&lt;/li&gt;
&lt;li&gt;The &lt;strong&gt;Moonee Valley Public Health and Wellbeing Plan&lt;/strong&gt; (or the Health Plan in short). The Health Plan identifies actions to enable people living, working and visiting Moonee Valley to achieve maximum health and wellbeing.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Those three documents are closely related so any input we get on one will be fed back to the other two.&lt;/p&gt;

&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;At the start of each Councillor term (every four years) Council is required by law to review and update three very important long-term strategic documents.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;These documents are the Council Plan, the Moonee Valley Public Health and Wellbeing Plan and the Moonee Valley Planning Scheme.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span style="font-family: Arial;"&gt;Council Plan&lt;/span&gt;&lt;/h3&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;This plan sets out Council&amp;rsquo;s four-year strategic direction and focus. It also includes information about Council&amp;rsquo;s service delivery and advocacy agenda.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The Council Plan is informed by a range of information including:&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;current and future trends&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;challenges facing the local area&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;results of community and government satisfaction surveys&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;population, transport and housing data&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;community feedback that was gathered in 2012 for the development of Moonee Valley Next Generation 2035; our community vision&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;This plan looks at all areas of the community and Council&amp;rsquo;s service delivery including planning and building, the environment, community services, economic development, arts and culture, health and wellbeing, assets and infrastructure and sport and leisure.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;It also covers how Council will operate as an organisation in line with the Local Government Act and in accordance with the law.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span style="font-family: Arial;"&gt;Moonee Valley Public Health and Wellbeing Plan&lt;/span&gt;&lt;/h3&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;This plan outlines actions to prevent or minimise public health dangers as well as enable people living in the municipality to achieve maximum health and wellbeing.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The plan helps Council engage and collaborate with local health providers and other groups to make sure everyone is working towards the same health goals for the community.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The Health Plan also ensures that all decisions and strategic work across Council takes into consideration the impact on health.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span style="font-family: Arial;"&gt;Moonee Valley Planning Scheme (MVPS)&lt;/span&gt;&lt;/h3&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The Moonee Valley Planning Scheme guides land use and development in the local area. It also guides Council&amp;rsquo;s decisions in relation to planning permit applications.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;Council is required to review sections of the scheme every four years, in particular a document called the Municipal Strategic Statement (MSS).&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The MSS guides Council&amp;rsquo;s decisions in a range of areas like:&lt;/span&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;sustainability&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;housing types&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;what buildings and homes should look like&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;economic development&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;growth of busy activity centres&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;social and physical infrastructure&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span style="font-family: Arial;"&gt;transport and accessibility&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;&lt;span style="font-family: Arial;"&gt;Links between the big three&lt;/span&gt;&lt;/h3&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The Council Plan sits above the Health Plan and the MVPS, but all three inform every other strategy or project that Council develops or undertakes. &lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;All three documents have related content. For example, the way a city is planned and the way the land is used have an impact on health and wellbeing. A city that has good walking and cycling paths, access to public transport, well-located open space, community facilities and sporting fields and successful businesses that provide local employment will have a much happier and healthier community compared to a city that does not have these important features.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span style="font-family: Arial;"&gt;Have your say&lt;/span&gt;&lt;/h3&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;Council is running several rounds of consultation on these documents at similar times.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The first round, which is happening now, is about gathering ideas and information to put together a draft Council Plan, a draft Health Plan and a Review Report for the MVPS.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;The second round is about consulting on those draft documents.&lt;/span&gt;&lt;/p&gt;
&lt;p class="BodyofText"&gt;&lt;span style="font-family: Arial;"&gt;Input from Moonee Valley residents, services and businesses from a variety of consultations, events and forums all contribute to the development of the draft documents, and ideas or feedback received on any of the documents will inform all three.&lt;/span&gt;&lt;/p&gt;

The community had their say on this strategy and Council received some good feedback. &lt;br /&gt;&lt;br /&gt;Council has now revised and strengthened the draft MPS in response to the feedback and would like the community to provide comments on this updated version.&lt;br /&gt;&lt;br /&gt;Deputy Mayor of Moonee Valley, Cr James Rankin, said the draft MPS was designed to help Council and the community tackle some of the hard issues around parking in an effective and consistent way. &lt;br /&gt;&lt;br /&gt;&amp;ldquo;Parking is an important local issue and in some areas is a limited resource,&amp;rdquo; he said. &lt;br /&gt;&lt;br /&gt;&amp;ldquo;This trend will continue as Melbourne&amp;rsquo;s population continues to grow and as more people move into inner urban areas, where there is medium to high density development.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;The draft MPS proposes a step by step framework for managing parking restrictions as areas become busier and more densely populated.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;The strategy also proposes tools and new initiatives to effectively manage parking in narrow streets and the provision of off street parking in busy activity centres.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Portfolio holder Traffic and Transportation, Cr Narelle Sharpe, said the draft MPS was on consultation for four weeks until 21 October.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Although the majority of the municipality won&amp;rsquo;t really be affected by the draft strategy I want to encourage everyone to have a look at the revised document and provide feedback to Council,&amp;rdquo; she said.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;This draft strategy needs to be a bold document that looks many years into the future. &lt;br /&gt;&lt;br /&gt;&amp;ldquo;As Moonee Valley&amp;rsquo;s population increases we will experience more medium to higher density housing in and around our busy activity centres. We need to be strategic in our planning to ensure we don&amp;rsquo;t end up with a city that is a traffic nightmare in response to this growth.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Our challenge is to have strategies like the draft MPS in place that provides encouragement and incentives for people living in and visiting those busy high demand areas to rely more on sustainable modes of transport.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;The draft MPS also need to balance the needs of residents, while supporting a good mix of parking for businesses, workers, shoppers and visitors. This is vital for the economic development a growth of our city.&amp;rdquo;&lt;/p&gt;

      <description>&lt;p&gt;Parking is an important and complex issue for both Council and the local community. This issue will become even more complex as Moonee Valley&amp;rsquo;s population continues to grow. The population of metropolitan Melbourne is expected to reach five million by the year 2026. The State Government has a policy which encourages growth in inner Melbourne councils like Moonee Valley. This means higher density living in some areas, more people and in most cases more cars in our municipality.&lt;br /&gt;&lt;br /&gt;At the time of printing this edition of Valley View, Council had done further work on its draft Municipal Parking Strategy. This draft strategy has already been out for one round of community consultation in 2010. Council received some good feedback, most of which has been included in the next draft.&lt;br /&gt;&lt;br /&gt;This current draft of the strategy includes bold proposals designed to tackle some of the tough issues we face in Moonee Valley in relation to balancing parking requirements both now and into the future. For example, Council receives more requests for resident and visitor parking permits in a given street than there are spaces on the road network. This is something that will need to change. In some areas within the municipality, there is not enough on-road space for residents in households who own four or five cars to park all these cars in the street.&lt;br /&gt;&lt;br /&gt;Council has also found that there are many households that choose to park on the street even though they have driveways and garages and choose not to use these areas to park their cars.&lt;br /&gt;&lt;br /&gt;Council&amp;rsquo;s aim is to develop a robust and effective strategy that protects residential parking in less densely populated areas and encourages people moving into busy activity centres that are well serviced by public transport to rely less on their cars and use more sustainable modes of transport.&lt;br /&gt;&lt;br /&gt;Council also needs a parking strategy that can help address those tough parking issues today and in the future. &lt;br /&gt;&lt;br /&gt;Moonee Valley is a city in transition. As Melbourne grows, this area will slowly move from being a predominantly suburban municipality to a vibrant inner Melbourne precinct. &lt;br /&gt;&lt;br /&gt;Before any decisions are made about the draft strategy, Council will consult with the community again.&lt;/p&gt;
